What is a withholding order--name removed-- When the withholding order is placed on file--name removed--is it enforced immediately or is it placed on hold until the non-custodial parent fails to make the child support payment--name removed-- Is a judge more wiling to enforced a withholding order immediately when there is evidence of a negligent non-paying non-custodial parent--name removed-- When a non-custodial parent has been voluntarily making child support payments--name removed--will the judge go against enforcing the withholding order until the non-custodial parent fails to make a child support payment?

They can be both ways - effective from the begining or triggered by an event. The most common provide that mandatory employer withholding becomes effective automatically once the payor falls 30 days in arrears. There are other devices such as driving license suspension, also, to ensure the payment of child support obligations.
