Legal Question in Family Law in Texas

I am the custodial parent. Decree says ex husband has the right to pick up the children at 6:00 pm on Fridays. He says that means he can get them if he wants, that he doesn't have to get them if he doesn't want to. Is this correct?

You can't make him exercise his visitation, but at the same time if he doesn't show up when he is suppose to often enough you probably have grounds to go back and request that his visitation be modified.
