How to get custody of a baby abandoned by a minor?

A minor sister-in-law ran away and abandoned her 1 month old baby. She spoke of giving the baby up for adoption before leaving but then ran off and left him behind. how can we obtain gaurdianship in order to get him necessary infant medical care, and what would be required to legally adopt the baby?
