Legal Question in Family Law in Texas

I have a friend that recently moved out of state against her wishes. She's underage but doesn't wish to remain with her mother who is her only living parent. She has an aunt and uncle and near her original place of residence as well as a good friend with reliable parents that she would rather live with but her mother does not want her to leave. If the Aunt and Uncle or parents of her friend consent can she move back against her mother's wishes?

No. Her mother is in control of where she lives until she is 18 - at least under Texas law.
