Is it legal to give a notary without an ID or not being able to see the notary person ?

Can you ask your question again? If a notary does not produce credentials, I would question whether that person was a notary. Also, a notary is NOT a lawyer, and cannot practice law without admission to the State Bar of Texas. Often notaries claim to be lawyers.
