if person a is legally married with licence in texas and goes to mexico and marries person b who has never been married, is person's a marriage in mexico legal? or is first marriage in texas legal in united states only and second marriage legal in mexico only? or is person a legally married in texas only and second marriage illegal no matter where it takes place? What about person b, is the marriage in mexico , legal only in mexico? is person b considered legally married in the united states? or does person a's two marriages make person b's one and only marriage legal in mexico only, or is b's marriage legally recongized in the united states, or is person b's marriage totally illegal in mexico and united states due to person a's two marriages without a divorce? what does person b need to do? should person b seek an annulment or divorce in mexico? or if person b not legally married and needs to do nothing? can person b get married in the united states to anyone else or does marriage in mexico still valid?

If the first marriage was valid at the time it was entered into, then it is the ONLY valid marriage. The second marriage is VOID.
