U.S. marriage eligibility after a foreign marriage

Can a U.S. citizen who is married to a Filipino in the Philippines without U.S. sanction or authorization, also legally marry a U.S. citizen in the U.S.?

The basic answer is no. If you are married under the laws of the Philippines then you are married.
