Legal Question in Family Law in Texas

I recently found my daughters dad after twelve years of absence. I filed child support on him and was wondering, If i filed child support on him in 1999 and paternity was proven, but I never went back to court because I moved out of state. Even though paternity was proven he still refused to help with her would the four year rule of retroactive payments still apply to him?

You say you "filed child support on him in 1999 and paternity was proven." Was there a court order at that time for child support? What happened?
