Legal Question in Family Law in Texas

If a state was, ( through one of its representatives ), was guilty of taking part in keeping me out of my childrens lives, and had no legal reason for doing so, can they now legally force me to reimburse them for money they paid out to my ex wife in assistance, and can they legally call it Child Support sense my children are adults over the age of twenty and will not be receiving any of the money they are requesting me to pay. Just so you know, I have, by bringing the facts of the actions taken by their employee to their attention have caused them to drop the withholding order in this matter.

Unless there are some very special facts, the answer is YES, the state (aka the Attorney General's office) can get away with this.
