Legal Question in Civil Litigation in Texas

lawn maintenance proposal

There are 12 sites that were up for bid. The proposal states ''all or some''. I put a bid in on half of the sites in which i was the low bidder. They ended up awarding the contract to another person due to the fact that he bid on all sites. I was never given any oppurtunity to decline or change my proposal to include all. Is it a lost or cause or is there anything that can be legally done?

It's probably a lost cause. Bidding on "all or some" gave them the right to cherry-pick. They obviously preferred to go with the "all" bid.
