Purchased a vehicle with a title that cannot be transferred...

I recently purchased a vehicle from a seller that had purchased the vehicle out of state and never registered it in Texas. He suggested I register it as if I never owned it. When I took the car to register it, I realized the seller's name, address, and sales price had been printed on the buyer's line. As there are no markouts allowed on title's, I couldn't register the vehicle in my name. The tax assesor's office told me the seller would have to register the car in his name. He would need to have the car inspected and insured to do this. He is not willing to do this. At this point, I want out of the deal. Do I have any recourse? Where do I start and what action should I take? Thank you.

File a complaint with the police department for fraudulent title. That will get your friend's attention and maybe get your money back. If not, your friend may be prosecuted for a class B misdemeanor.

You can sue the seller for rescission (cancellation). In effect, the seller has not given title to the car which violates the Motor Vehicle Act and is also a deceptive trade practice.
