once you receive the letter of approval are you eligible for a temporary work permit until you receive your visa?

No. It's not that simple. It depends on a visa category - who petitioned for you?; and whether your priority date is current and you are eligible for adjustment of status.

Simple approval of the I-130 doesn't entitle one to work or apply for a work permit.
