Is an insurance company in the state of Texas allowed to rule a car as totaled without the policy holder's consent?

Yes, the insurance company can rule whatever they like with respect to a car's damages. However, you don't have to agree with the it. Also, if you disagree with the value, you can elect to keep the car (salvage) and the insurance company can pay the difference to you.
