Bill of Sale and Verbal Agreement was terminated by Seller

I answered an ad selling registered Chihuahuas. Called the woman to ask about her dogs, viewed the dogs online. I told her I would like more information about a particular dog. We corresponded for a month. I went to see the dog with my family, spent an hour holding dog. etc. Put down half of the deposit down on the dog in cash ($300), with a promise to pick her up before the start of the new year. Owner of the dog wrote out a Bill of Sale stating that $300 was put down, and $300 was due when the dog was picked up. Owner of the dog left an e-mail saying she changed her mind and didn't want to sell the dog several days before I was to pick dog up. If I took the owner of the dog to small claims court would I have a chance of winning, since she wrote out a bill of sale?

Depending on what the BoS says, this might be some evidence of a contract or at least the intent to form an agreement.
