Legal Question in Personal Injury in Texas

My car was flooded in a parking garage in Houston and it was totaled. After my incident the garage owners started blocking off the area where my car got flooded. It seems to me that they should have blocked that area the day my car flooded. I still owe on my car because I did not have GAP insurance and cannot afford a car at present time. My car was a Mercedes Benz. I am a nurse and waited a long time to have a nice car like that and I am just sick about the fact that the garage attendants are preventing this from happening now but no care was taken the day my car was flooded. I work in an Emergency Room and try so hard to give the best care possible and it upsets me now to think that I have a car payment but no car. I want to know if the garage has any responsibility . Please advise. Thank you so very much.

They might if there had been previous flooding that should have alerted them re the danger. The engineers who designed the garage, however, have some exposure. Please contact me to discuss this claim.
