Legal Question in Personal Injury in Texas

Can I file an automobile accident claim against the at fault's homeowner's policy if their automobile policy holder says that the driver is not covered under the existing auto policy. The driver was the automobiles unlicensed 16 year old daughter. I am in Texas.
