Legal Question in Personal Injury in Texas

I currently reside at the salvation army temporairly. I am pregnant and on the night of 12-5-09 I was forced to sleep outside in freezing temperatures on cold concrete, I was never offered a warm place to sleep, I was never offered a mat or anything, The salvation army does let people sleep in the hall way area and in the lobby area.
