do investment accounts with designated beneficiaries pass outside of a will?

Yes, unless there is some defect in the designation, assets like this are typically referred to as "non-probate." You might also see these assets become a part of the probate estate (and thus subject to the Will) if none of the named beneficiaries survive the original decedent.
