Legal Question in Wills and Trusts in Texas

My wife was suppose to get like 2.8 million dollars from the city of west,rx because the city built a hospital on family land back around 1998. Her older brother was made head of estate and struck a deal with the city west,wonder if she can pursue any legal action.
