Legal Question in Immigration Law in United Arab Emirates

My dad is a US Citizen and he applied for me a I130 form "Married Sons and Daughters of Citizens over 21" and I'm from Syria staying in UAE-Dubai since 1981

I would appreciate it if you could help and support me based on your experience on the following:

Q1. How long my case takes, because when I looked to visa bulletin it says that they are processing applications dated before

Mar, 2002 and when I looked to my case it says

Post Decision Activity

On October 18, 2001, we mailed you a notice that we have approved this I130 IMMIGRANT PETITION FOR RELATIVE, FIANCE(E), OR ORPHAN. Please follow any instructions on the notice. If you move before you receive the notice, call customer service at 1-800-375-5283.

For approved applications/petitions, post-decision activity may include USCIS sending notification of the approved application/petition to the National Visa Center or the Department of State. For denied applications/petitions, post-decision activity may include the processing of an appeal and/or motions to reopen or reconsider and revocations.

Q2. My receipt number starts with LIN "Is it means Nebraska Office?" because I don't know which office I should search

Q3. I'm in hurry, Is there any way to speed up my process and is there any hope that I'll receive my Vissa Number before 1 year

Q4. What is the worst time frame for my case

Hi based on what you have said, it sounds like your father applied for you sometime in 2001. If that is the case, your visa number would be available.
