Made appointment with dentist to obtain quote for work needing to be done.

Dentist examined me and provided a price, which included a small discount, 10%.

Based on price given after discount, I agreed and had work performed.

Was given 4 months, interest and billing charges free, to complete payments.

Made first payment at completion of work. Received an itemized statement approximately 1 week later. Reviewing the statement I noticed something that I believe wasn't performed so I called his billing clerk and asked for clarification. After make several phone calls to the dentists office I finally received a note 45 days later. Based on the note, I paid 2+ payments and called for a payoff amount.

I was told they'd get back to me in 1 week, 12 days later I received a letter stating that the discount offered is not going to be honored and that they want an increased payment of approximately $160

or they will turn me over to collections and damage my credit. Quoted price was provided by the dentist to my wife and I and then reaffirmed by his billing clerk. The established monthly payments of $360 equals exactly the amount that was quoted minus the discount $1440.00

Can they at their discression withdraw a disount offered and basically modify what I believe was a verbal contract?

They are bound by the terms of the original offer. Unfortunately, the dentist can say whatever they want to a collection agency. Get together with the dentist with your wife.
