Does a judge in Utah have the jurisdiction in NY to grant guardianship to a person in Utah if the persons in question moved to NY 4 days earlier than the petition was filed?

Probably.

To invoke NY "Guardianship" jurisdiction over a person, the subject person, needs to have been a "resident" in NY for a period of at least six (6) or more months.

Also, please be advised that, "Residency" may not necessarily be the place a person may be "visiting" "living" or staying for a time, even if the time period is more than six months.
