got divorced in 1995, in utah. married for 15 year, paying her alimony going on 17 years. why does the new utah law dont apply to me. related to the length of the marrage

Because that wasn't the law at the time you got divorced. The statute limiting alimony to the duration of the marriage didn't go into effect until 2000 and laws of that type do not apply retroactively unless the legislature specifically states so in the law. At this point, if you're wanting to modify your decree to terminate alimony, you have the option of filing a petition to do so based upon a substantial and material change in circumstances.
