Legal Question in Family Law in Utah

Minor child was born in NJ. NJ issued child support/ custody orders. We've lived in Utah for a few years now. Biological dad is willing to relinquish parental rights. Who has jurisdiction?

If the child has been in Utah for a few years jurisdiction can be transferred here under the Uniform Child Custody and Jurisdiction Act.
