Is a step parent considered surrogate care?

Surrogate care is generally considered to be paid child care with someone other than a parent. Step parents can play the role of an alternate caregiver if neither of the parents are available to care for the child. It's something the courts consider and without knowing more about your situation, it's hard for me to render a complete opinion.
