for Condo .. who is to pay for the installment of fire alarms in their homes? the builders or the resident of the house?

Usually, the residents (as far as I know). Some newly constructed units may come equipped with such alarms by their builders, but, for the most part, I believe the installation of these devices usually comes after the new owners or residents move in.
