Handyman did not fulfill contract - Has been paid up front

OK,

I realize that the arrangement where the payment is presented before the work is completed is a bad idea. Hindsight being 20/20 and all that aside, there are some deliverables in the statement of work which have not been delivered and the contractor does not appear to be interested in completing this work now that he has been paid. The work is only valued at about $200 so a formal suit seems prohibitive from a monetary standpoint.

How can I compel the contractor to either 1) return the $200 for the work which was not completed, or 2) Cost him more than $200 worth of trouble for failing to honor his contract?

Your best approach is likely to send him a written demand notice for the completion of the "deliverables" by which I guess you mean work or the value thereof by a date certain or you will see him in small claims court.

Then file your case for less than $40 if he fails to deliver by the deadline.
