ATVs and titles

I bid on and won a 2001 Polaris ATV on ebay. The vehicle is in Ohio; we live in Virginia. The owner tells us he has a Bill of Sale from previous owner, but not a title, as it was unnecessary in Ohio to register off road ATVs until mid 2001. Is this true? If we get a Bill of Sale, can we take it to DMV and get a title in Virginia? How do we check the VIN number on an ATV to be sure it is clear?

The Virginia law on ATV titling also changed recently. My best guess is VA DMV will issue you a certificate of title. You could attempt to look up the answer on dmvnow.com (VA DMV site) or google for Code of Virginia.
