Bad Paint Job

How can I fight for money paid to a painter for a terrible job without a written contract? Also I found out he has no business license and is a drunk and stole my whiskey and beer. He recently was in jail for drunk driving and has no license, but he was driving.

1. File an immediate complaint with the County Commonwealth's attorney for (a) theft and (b) contracting without a license.

2. Go to the county General District Court and file a warrant in debt action to recover the money which he did not earn. You do not need an attorney to do this.
