Legal Question in Consumer Law in Virginia

I recently paid for a certification training class by the SANS institute (sans.org) . I took the class because I could not find used copies of the book for sale and I was afraid to challenge the exam without a class for fear of failing. Now that I signed up for the class and have the books they stated you cannot resell the books because they claim they are licensed even though you get to keep the books when the class is done. Isn't this a form of price fixing, how can a book not be resellable. Is there any legal recourse, are there any class action lawsuits against the SANS Institute or other places that give you books and then claim you can't resell them?

So, who's going to know (as a practical matter) when a former SANS INSTITUTE student has grown tired of wiping the dust from the bookish amalgam enscribed with the SANS logos in the corner of his living quarters and decides to unload it for some much needed cash?

Class action law suits, you query? No, I would doubt the necessity for any such

collective remedy for this kind of situation.
