Are secondary credit numbers legal in the U.S. to use for applying for credit cards, installment loans or banking accounts?

Yes, of course, and, by the way, who says that these kinds of

creidt transactions are "secondary"? (Many people who have incurred credit

porblems in the past use them to rebuild their credit worthiness.)
