Legal Question in Criminal Law in Virginia

My friend's ex-friend has been harassing my friend to pay her back since she moved out, but my friend has told her several times she does not have the money until next week to pay her, but theex-friend will not listen. My friend had her cell phone changed, so she can no longer call and now the ex-friend is going to her work and threatening to have her car towed from work, if she does not pay her back the money she borrowed soon. Is this even legal? Wouldn�t this be theft?

Yes, assuming the car has nothing to do with the alleged debt and is

not part of any agreement to repay it (whether oral or written), the one who is claiming this debt would have no authority to take this vehicle and could be charged with what would presumably be at least

grand larceny if she attempted to do so.
