Legal Question in Criminal Law in Virginia

If the law comes to your home and finds no drugs but a couple of pipes and takes the stems and does not charge you for anything or arrest you. Since then the person has moved to another state and were never notified they were going to be charged with anything. Can they later call you in the other state and tell you that you have to come back to that state which is Virginia were it happened so they can serve you for a pending charge for poss? Can they charge you after the fact and or make you come back?

Yes, you could be "charged after the fact" (of the commission of the crime)

and a warrant issued for your arrest if you failed to return to answer the charge(s).
