Totally Messed Up

Ex-husband has been told that he is wasting his time and money (due to the ex-wife has NO MONEY) to obtain a judgment of over $70K owed to him for unjust enrichment of alimony. He has spent approx $6K already to get ex-wife to agree (even after she did a show cause for non-payment of 2 months alimony held in escrow by court) to end alimony even though the final divorce decree and PSA indicates ex-wife should have indicated when the alimony should have been reduced and then phased out in 1996. Can anything be done to this woman who committed outright fraud and contempt of court. She has also committed possible tax evasion and money laundering and has deeded over her only asset to a relative in 2003 that she is still paying an active mortgage on. Are there authorities that ex-husband can go to see if any criminal charges are warranted here?
