reinstate License in maryland

I had license in Va, revoked for 3 years, this Feb 2009 can get them back, I have moved to Maryland. Was told I would have to have the ignition interlock and pay a fine for a ticket in Tennessee from 1989 and also take the VASAP class which I already attended in 2004. Don't understand about the fine in Tennessee, I got a license in bristol Va ? Why do I have to go thru this when I am trying to get a license in Maryland.?

There is now a nationwide computer system that monitors any outstanding suspensions in all states that participate, and MVA will not give a license if you have outstanding suspensions. As far as the Interlock, if you had a recent DUI, MVA often wants proof of Alcohol treatment before they would license you.
