My children were made homeless due to the state of virginia

Can I file a suit against the state for taking all my money out of the bank, when I have to provide for children at home. I don't owe the state of va, but I had a judge tell me my daughter didn't matter during a review.

Such a suit would very likely have zero chance of success. But you may wish to arrange a consultation with an attorney who understands child support laws and how the payment of public assistance for children may create a debt due and owing the Commonwealth on the part of the person responsible for supporting such children for any welfare paid out of state funds in their behalf, and who may be able to further advise you on this issue. (See Va. Code Sec. 63.1-251.)
