Delcaring Adulthood

If you are 17 years of age, how can you declare that you are an adult and what do you have to do?

I presume you are speaking about emancipation. In order to become an emancipated minor, you must file a petition with the juvenile and domestic relations court where either you live or your parents. The court will likely require a hearing on the matter to determine whether it is in your best inteerests to grant emancipation.
