Legal Question in Family Law in Virginia

Am I stupid or what?
My b/f wife abandoned him 8 yrs ago & 2 boys which are adults now. HE has tried everything,even Commissioner hearing, he paid his 1/2 but she never paid hers so the Commissioner won;t release the report, still is not divorced, she is no where to be found. Can he get this divorce and the property settlement agreement without her and how? I have waited 7 yrs for this to be over so we can move on w/ our lives, so am I stupid for waiting or is this ever goign to happen? The wife wants money, he paid over $30,000 in marital debts and has remained in them arital home.Please help me!WE can not sell his marital residence & buy our own home until this is all done, will it ever end?How?

Pay her half of the commissioner's fee. As Dear Abby once said, it might not be a question of money, but rather that of motivation.
