Legal Question in Civil Litigation in Virginia

I was in an auto accident, the accident was caused when a State Trooper was coming down a two lane road forcing traffic on either side to the sides of the road. The trooper did have his lights on however I do not recall hearing his siren. I ended up rear-ending the vehicle in front of me due to the evasive manuvers. Is the state liable for damages to my vehicle as well as the vehicle I hit?
