If you are not married yet, you can submit a fiancee petition on his behalf. Once it is approved and he is able to come to the USA, you must marry within 90 days. Otherwise, if you marry before, you can submit a petition for alien relative and try to apply for a K3 visa so he can come earlier while the process is still pending.
