Legal Question
Who can file for asylum on behalf of a 14 year old minor? Mother was killed in a car crash, father lives in Canada and both parents maintain parental rights. Child went to California with her Uncle. Should Uncle or child file for custody? Who has right to file? Child is seeking asylum claims father will use her for political propoganda. There is no history of abuse.
