How long do I keep someone else property before taking legal action.

I have tried to get this person to move his property for 2 months now

Send the person a letter informing that he has 30 days to come and retrieve his items of personal property which you've been storing at your inconvenience, and that if such are not picked up by the stated deadline, you will then dispose of them as you see fit.

Keep a copy for your records, (And don't hesitate to take action if the deadline should pass without any action from the owner of the property.)
