Legal Question in Personal Injury in Virginia

My daughter bumped a car at a stop light. There was no damage to either vehicle but the woman she bumped is going to a chiropractor for injuries sustained in the accident. I believe the collision was at less than 5 mph. They were both stopped and my daughter let her foot slip off the brake. A police officer came but did not write a ticket. Our insurance agent suggested that we pay the chiropractor bill out of our pocket to keep from having a charge on our insurance. Should we pay the bill? Would that be an admission that we caused her injury and leave us open to further liability?

Why not wait to see if the injured one presents a bill to your daughter for the treatment of her injuries?
