Legal Question in Personal Injury in Virginia

I was driving in my subdivision behind a another driver who kept stopping and going and stopped at a stop sign as she was undecided which way to turn when she decided to turn right as I pulled around her to go straight and was almost thru the intersection another vehicle clipped my rear bumper. I got the ticket for disregard of stop sign??? The lady driver of the vehicle that struck me said to her husband see we should have slowed down because there are always cops in this area. I was driving a pickup truck and they were in a small vehicle. How could they not have seen me?
