Legal Question in Personal Injury in Virginia

If I have a pending litigation and torte claim against a municipality in the state of PA, can the venue be transferred to the state of VA. For 6 months I have been trying to find an attorney who can represent me in this and have been unable to due to conflict of interest.

How could venue possibly be transferred to Virginia if you're suing a municipality located in Pennsylvania? (Makes no [legal] sense to me.)
