MY STEP DAD HAS COSIGNED A TRUCK FOR ME AND NOW I WANT TO SELL IT BUT HE REFUSES TO SEND ME THE TITLE FOR IT... CAN HE LEGALLY DO THAT WHEN I WAS THE MAIN SIGNER?

If he's listed on the title to the vehicle, your step dad is a co-owner of the truck every bit as much as you are and therefore can prevent you from selling it unless some settlement can be worked out between the two of you.
