In VA is notification of a real estate lein required. Also if payment plan has been agreed and signed can a judgement still be placed?

No, since the notice (in theory to the world) is the proper recording of the lien in

the judgment lien database of the land records of the circuit court where the

property is located.

Yes, a judgment that was properly obtained from a court of proper jurisdiction

can be recorded if still valid despite any payment plan that may have been

agreed to by the judgment debtor.
