If you're referring to sexual harassment in the workplace, this illegal activity may be initiated against an employee by a supervisory or other

management type employee of the company or organization/agency, or, also, it could come

from a fellow co-worker or workers.

In either instance the initiator could be of the

same or opposite sex of the intended victim(s).
