''Does shall mean permissive or mandatory?''

Hi, I recently began unvolunteering my wife and I from the

income tax system,(IRS). We joined a foundation to begin forming a legal base. Through professional opinion letters sent to the IRS, we have asked them to prove us wrong, that our belief of paying taxes is voluntary. So far they have not responded to our requests. Which in turn puts the IRS in default. My question is this, in the IR code, Sec.3402,beginning with (Except as otherwise provided in this section, every employer making payment of wages SHALL deduct and withold such wages a tax)does the word Shall mean permissive or mandatory?

1. Shall is mandatory in legal usage.
