What is the difference in a speeding ticket and a fine for Failure to obey a highway sign in Virginia?

Although each is defined as a traffic infraction(as opposed to a crime), each
may also differ in the number of negative points that may be assigned by the DMV to the record if a driver who is convicted of one or both.
